Petronas and Brunei Petroleum Sign Megabuck Deals

Brunei national oil company, PetroleumBRUNEI has signed a deal to buy three per cent stake in Petronas' Canadian natural gas asset and Canadian liquefied natural gas (LNG) facility.

Petronas said a number of agreements were signed with the Brunei petroleum authorities towards deepening mutually beneficial cooperation in the oil and gas industry between both parties. The agreements were signed yesterday in conjunction with the 17th Annual Malaysia-Brunei Leaders' Consultation held in Bandar Seri Begawan, Petronas said in a statement today.

Under the agreement, Petronas said PetroleumBRUNEI has agreed to buy three per cent stake in its Canadian subsidiaries -- Progress Energy Canada Ltd's natural gas assets and in the proposed Pacific NorthWest LNG Ltd's export facility.

PetroleumBRUNEI has also agreed to buy three per cent share of Petronas' output for at least 20 years," said Petronas, Malaysia's national oil corporation. Among other deals sealed was the Head of Agreement (HOA) between Petronas and the Natinal Unitisation Secretariat of Brunei Darussalam towards formalising a unitisation arrangement for Malaysia s Kinabalu West NAG field and Brunei Maharajalela North Panel field, that would pave the way to resolve several issues of the straddling fields.

Both the parties also signed another HOA towards a provisional arrangement for joint development of Malaysia s Gumusut/Kakap oilfield and Brunei Geronggong/Jagus-East oilfield based on a provisional production and cost-sharing deal until a further agreement is reached on the fields' status.

The Brunei national oil company awarded two production-sharing agreements (PSAs) for Brunei's offshore Block N and Q to Petronas Carigali Brunei Ltd and Shell Deepwater Borneo Ltd, with an equal 50:50 equity interests in both blocks.

Meanwhile, Petronas said a memorandum of understanding was also signed between Malaysia Marine and Heavy Engineering Sdn Bhd, a unit of Petronas subsidiary, MISC Bhd, and PB Services Sdn Bhd, a subsidiary of PetroleumBRUNEI, towards a possible 30:70 joint venture to provide engineering and fabrication services.

"We view the agreements reached with the Brunei petroleum authorities as a positive step forward in strengthening our presence in Brunei and deepening our relationship for mutual future growth in Brunei, Malaysia and elsewhere," Petronas added.

Bumi Armada Bags RM844 Million Russian Contract

Bumi Armada Bhd, an international offshore oilfield services provider, has bagged a RM844 million (US$262 million) contract from Russia's Lukoil-Nizhnevolzhskneft Ltd to provide three ice-class vessels to service offshore platforms in the Filanovsky field, in the Caspian Sea.

Each of the contracts is for a period of 10 years with further extensions of up to another 20 years with an estimated aggregate value of RM1.56 billion (US$483) if the extension options are fully exercised.

An interim contract of approximately RM59 million (US$18 million) was also signed for the provision of two support vessels and one rescue vessel to be delivered in November next year for deployment pending delivery of the purpose built ice-class vessels.

Bumi Armada Executive Director/Chief Executive Director Hassan Basma said the contracts further reinforce the consolidation of its business in the Caspian region and strengthens the market position.

"It is Bumi Armada's first entry into the Russian Offshore Support Vessel (OSV) sector and our first in building ice class vessels to complement our OSV fleet of some 50 vessels," he said after the contract signing ceremony here Tuesday.

He also said Bumi Armada was looking forward to exploring Africa with Lukoil, specifically Sierra Leone, Ivory Coast and Ghana.

Meanwhile, Hassan said the ice-vessels project is the second collaboration with Lukoil and expects the company's capital expenditure for 2014 to increase to US$2 billion compared to between US$500 million-US$700 million this year.

Petronas Vendor Development Program (VDP) helped Bumi Firms to Compete Globally

Petroliam Nasional Bhd's (Petronas) Vendor Development Programme (VDP) has helped the Bumiputera companies not only to improve their quality and capabilities, but also acted as a stepping stone for them to compete with other international companies.

This is recognised by PBJV Group Sdn Bhd, which has been with Petronas VDP since 2006. The company is a wholly-owned unit of Barakah Offshore Petroleum Bhd.

Its Executive Chairman, Nik Hamdan Daud, said besides the pipeline pre-commissioning, commissioning and de-commissioning, under the VDP, the company has managed to develop its business to include expertise in hook-up and commissioning, and transportation and installation.

"Getting onto the programme really helps us develop our capabilities and at the same time increase exposure for our company (to international level).

"Before this, without VDP, our jobs are contracts on ad hoc basis. We got a lot of jobs and we deliver the qualities but the difficulty is we cannot plan for our future expansion.

"The VDP has helped us plan our resources and expansion for the future at a reasonable cost," he told reporters on the Petronas VDP here Thursday.

He said the VDP has also helped PBJV's revenue jump over 50 per cent compared with prior joining the programme. Nik Hamdan said under the VDP, a company needed to meet the Key Performance Index (KPI) set by Petronas.

"Among the KPIs are that the vendor needs to comply with ISO:19001 standard, zero lost time injury and zero complaints from clients," he said.

He said every year the company would be audited by Petronas to ensure they met the national oil company's standards.

"We are still under the VDP because Petronas has extended our tenure as we met all the KPIs it set," he said.

Nik Hamdan said the company has managed to expand its investment and did a few jobs in Vietnam and Indonesia.

Meanwhile, Nik Hamdan said Petronas has not sidelined the Bumiputera companies even though the companies were qualified to perform the job.

"Petronas, I believe, look at overall performance of the company," he said.

The VDP is a government initiative to create resilient and competitive Bumiputera entrepreneurs in manufacturing and technical services in medium- and high-technology, with import-substitution as the main end-goal. Under the programme, the vendors are awarded contracts by Petronas and/or its production sharing contractors through single-source direct negotiation.

Barakah Offshore Pre-tax Profit Soars To RM57.55 Million

Barakah Offshore Petroleum Bhd's pre-tax profit for the financial year ended Sept 30, 2013 soared to RM57.55 million from RM39.45 million recorded in 2012.

Revenue jumped to RM298.9 million, for the period under review, from RM201.96 million chalked up in the corresponding period, the company said in a filing to Bursa Malaysia Tuesday.

It said the higher results were due to the better performance in the pipeline and commissioning services segment, and, installation and construction services segment, which contributed approximately 59.11 and 40.89 per cent, respectively, towards the turnover.

The board believed the group would continue to enjoy positive growth given its order book of approximately RM756 million for the next five years.

"The group will continue to leverage on its core competencies and its newly completed pipe-laying accommodation barge, known as "Kota Laksamana 101", to look for opportunities for projects in the oil and gas industry," it added.

Bumi Armada Secured Contract To Supply And Operate FPSO in North Sea

Bumi Armada Bhd (Bumi Armada) announced that it has secured a Letter of Interim Agreement from the UK-listed EnQuest and its partners to supply and operate a Floating Production, Storage and Offloading (FPSO) vessel for the Kraken field in the North Sea. The Kraken field lies in Block 9,350 kilometres (km) north east of Aberdeen, Scotland, and 420km west of Stavanger, Norway.

This signifies Bumi Armada’s maiden entry into the large FPSO segment, which brings its total FPSO fleet to seven, placing it among the largest FPSO players in the world.According to HwangDBS Vickers Research Sdn Bhd’s (HwangDBS Vickers Research) analyst, the contract value has not been disclosed yet and the final award is expected to be concluded by November 30, 2013.

“We understand that the contract could offer an eight-year firm period and a 17-year extension given the field’s expected production life of up to 25 years. We estimate the charter rate at around US$550 per day, suggesting a whopping US$1.6 billion (circa RM5 billion) contract for the eight-year duration.”

The analyst noted that the earnings forecast has been raised to account for the contribution from Kraken FPSO in FY14 and a similar large FPSO in FY15 given Bumi Armada’s focus in this segment which has high entry barriers.

“A financing agent has been appointed for this US$1 billion capital expenditure (capex) project which entails 30 months of conversion period before first oil in 2016 to 2017. We expect Bumi Armada’s balance sheet to stay healthy at 0.9 times by FY15.”

Meanwhile, analyst Aaron Tan of MIDF Amanah Investment Bank Bhd research arm (MIDF Research) said this job win comes as little surprise as it was much anticipated since August/September 2013. In addition, he highlighted that the company is still a strong contender for the Madura FPSO job by Husky Energy worth around US$400 million.

“We are maintaining our buy recommendation premised on expanding topline, increasing orderbook quality value with sizable extension options, sustainable margins of more than 20 per cent, and undemanding valuation,” Tan noted.

Petronas Awarded RM10 Billion Contract To Six Firms

Petronas has awarded a major 13-package, five-year offshore hook-up, commissioning and maintenance services contract with a total work value of about RM10 billion to six local providers.

The Pan Malaysia Integrated Hook-Up and Commissioning and Topside Major Maintenance Contract was awarded to Kencana HL Sdn Bhd, Dayang Enterprise Sdn Bhd, Petra Resources Sdn Bhd, PBVJ Sdn Bhd, Carimin Engineering Services Sdn Bhd and Sigur Ros Sdn Bhd for five years beginning this year.

The contract involves hook-up, commissioning, maintenance services for offshore facilities and manpower requirements for the execution of the respective work scope.

“The award of this major contract is Petronas’ acknowledgment of the capability of local service providers, including Bumiputera companies,” said Petronas vice president of Petroleum Management, Ramlan A Malek in a statement yesterday.

The six contractors will be providing hook-up and commissioning and topside major maintenance services to nine Petronas production sharing contractors, including Petronas Carigali Sdn Bhd, Sarawak Shell Bhd, Sabah Shell Petroleum Co Ltd and ExxonMobil Exploration and Production Malaysia Inc.

The Pan Malaysia Integrated Hook-Up and Commissioning and Topside Major Maintenance Contract is one of Petronas’ largest service contracts currently in place. It is part of Petronas’ continuous efforts to further optimise project deliveries and offshore activities in terms of costs and schedule while at the same time drive and support the growth of capabilities among Malaysian service contractors.
