They either lacked upstream oil and gas experience, lacked operational experience and do not want to be based in KK.

UMS plans first intake for oil and gas course in Sept



KOTA KINABALU: Universiti Malaysia Sabah (UMS) is planning to introduce a certificate and diploma level course for the oil and gas industry in Labuan.

Its vice chancellor, Datuk Dr. Harun Abdullah said announced this yesterday after signing a memorandum of understanding (MOU) with Labuan Financial Services Authority (Labuan FSA) at the university’s chancellory building.

“This plan is crucial as Federal Territory of Labuan is a hub for the oil and gas industry. We plan to introduce a certificate and diploma level course at the end of the year followed by the introduction of degree programmes the following year.

“We are in the final stage of preparing the working papers and will bring this proposal to the higher levels including the ministry, hoping we can enroll the first 30 to 50 students by September next year,” he said.

Harun said UMS needs more synergy with industry players because it is only through collaboration such as MOU with Labuan FSA that the university will know the needs and expectation of the industry in terms of graduates that the university is producing.

Malaysia’s oil and gas acquisitions are expected to total RM15bil this year



PETALING JAYA: Malaysia's oil and gas (O&G) acquisitions are expected to total between RM10bil and RM15bil this year, as players look to acquire expertise and reserves out of their horizon to ride sectoral growth.
Singapore-based Deloitte & Touche LLP's tax partner and leader for South-East Asia mergers and acquisitions Steven Yap said that this would likely be seen within the upstream and midstream segments.
“This (projected) figure of RM10bilRM15bil this year is not going to be surprising. Should Petroliam Nasional Bhd (Petronas) decide to (launch another) acquisition offer for MISC Bhd, you would easily meet RM10bil quite fast. It can be quite huge,” Yap said at a press briefing at the Deloitte O&G Summit yesterday.
He noted that acquisitions within the O&G sector were not only limited to the local front but were increasingly becoming more international as well.
Deloitte Malaysia's corporate finance and financial advisory servicesexecutive director Nizar Najib said that this was in line with the global trend of huge capital expenditure allocation budgets.
On this note, Nizar said the marginal oilfields financing space might see smaller players with very limited financing capacity facing difficulties.
“Not many local companies have this sort of financial capacity. If you look at the smaller offshore support vessels, their chances are a bit slim, given that they would need bigger capacities and higher gearing to boot. The ones that have secured the contracts thus far are the big boys:SapuraKencana Petroleum BhdDialog Group Bhd and Petra Energy Bhd, as they would need the financial capacity for these (projects),” he said.
“We foresee that for the next round of risk service contracts (from Petronas), if the first mover players like SapuraKencana and Dialog execute their contracts well, this could very well see them (being) at the forefront for subsequent contracts,” Nizar added.
Moving forward, Nizar said that institutional investors such as pension funds and private equity firms could start to pour more money into the O&G sector due to high demand for upfront investments that had to be made in the industry.
“Not many local players have this kind of capacity today. Don't be surprised when institutional investors such as Permodalan Nasional Bhd, the Employees Provident Fund and Lembaga Tabung Angkatan Tenterajump on the bandwagon as well,” he said.

POSITION 1 : PROJECT PLANNER– PKFZ (3 POSITION) URGENT


Responsibilities:

Prepare project Schedule in primavera accordance the procedures

Establish, communicate, track and report site installation progress using the principles of Earned Value and Critical Path Management

Participates in project meetings and revise the schedule as deem necessary and advises the Team about the time impact as a result of actions/deficiencies

Directs and guides the maintenance work by discussing work orders with operations from backlog. Scheduling work orders from backlog, to minimize any idle maintenance hours. Follows up on work progress to minimize variation from plan and optimum use of all resources assuring operational success, meeting customer expectations, as well as resolving coordination conflicts

Works towards producing standard templates for work orders, work plans etc to ensure that time to plan is reduced thus improving the overall effectiveness of the system

Assist in preparation of formats and compilation of periodic management and/or customer progress reports

Requirements:

· Degree/Diploma in any field, preferably in Engineering or Science

· More than 4 years experience in planning or project execution

· Able to operate primavera version 6 with resource loading

· Knowledge in SAP is essential

POSITION 2: DOCUMENT CONTROLLER – PKFZ (1 position) URGENT

Responsibilities:

· To handle all documentation and document flows in a project in accordance with established working routines and project procedures.

· This include engineering, supplier , customer provided and manufacturing documents

· Quality control of engineering input to the SAP PLM system (where implemented) and carry out work related to documentation and documentation handling efficiently

· Expedite reviews and comments of documents, including both internal and supplier / client contacts, to support achievement of the project timeline

· Provide Project Final Documentation Requirements and able to guide various Suppliers, that have undertaken work to support Company’s document control policies and documentation requirements

· To compile and deliver locally produced Manufacturing Record Books & Final Documentations to the Customer in cooperation with the project Life Cycle Information Coordinator or Project Manager

· To ensure maintenance of project archives when necassary

Requirement:

· Minimum a diploma / Degree holder in any discipline preferably in IT or Records Management

· Minimum 3 years experience working in Document Control for Subsea or Oil & Gas projects

· IT literate

· Knowledge in SAP is an advantage

· Good verbal and written skills in the English language

· Good interpersonal skills and able to work in a team environment

· Able to force productive working relationships with all Company’s personnel and with Customer

· Able to cope in a positive manner within a high –pressure environment and a large amount of detail as expected in a fast track project



POSITION 03 - PROJECT QUALITY ASSURANCE MANAGER– PKFZ (1 POSITION) URGENT

Responsibilities:

To monitor the execution of the work and report progress in quality areas

Any major deviation to the quality violation shall be highlighted to the Project Execution Team / Project Management

Quality Management of the ALT Project

Continuous Improvement Process in the ALT project

Contribute to a successful delivery of the total ALT project

Perform all duties as member of ALT Project Management Team

Implement “just care” and demonstrate 24-7 HSSE attitude

Organize the ALT QM team with competent personnel and delegate duties and authorities

Implement QM Team alignment process. Train, advice and assist project staff in QA issues

Requirements:

Relevant college or university degree and minimum 5 years of post graduate experience from relevant industry practice

POSITION 04 – PEM ENGINEER PKFZ (1 POSITION) URGENT

Responsibilities:

· To support all PEM activities related to Projects and Tendering

· To coordinate, follow-up and implement Project Execution Modules for all Projects.

· To coordinate PEM related activities with Project Managers and attend all PEM Gate review meetings.

· To Support and follow-up of on Project Execution audits.

· To Support in developing and implementing necessary PEM training and checklist as per the ADS (Templates, Procedures and Formats).

· Ability to interpret data and compile PEM information in addressing key issues that need improvement in Project execution.

· To cooperate with all Project Managers in the project to ensure that the Project Execution routines and procedures meet Global PEM procedures as per Subsea requirements.

1. Company Site Representative
- Qualified Engineer (Graduate) with a minimum of ten (10) years experience in the execution of O&G projects.

2. Deputy Company Site Representative

3. Planning Engineer

• Review PS Contractors facilities Inspection and Maintenance Plan (IMP) on periodic basis and track implementation through regular reporting and engagement with PS Contractors in order to sustain and improve reliability and integrity of facilities.

• Review and conduct structured facilities audit on PS Contractors by recommending necessary corrective or improvement measures to ensure compliance with relevant regulations, guidelines and procedures. Track implementation of action plan by assessing effectiveness of corrective or improvement measures and prepare report for the management and relevant internal parties to ensure prudent operations.

• Track and review performance of PS Contractors’ facilities through established KPIs in order to identify gaps and opportunities in meeting the expected standards.

• Facilitate corrective actions on major failures through analysis of root causes and identification of action plans in order to normalize the operations, mitigate impact to production & HSE and prevent future recurrences.

• Review Field Development Plan (FDP), development concept / scheme, operation and maintenance philosophy and design / construction of facilities for both greenfield and brownfield (reserve and recovery enhancement) development projects to ensure operability, maintainability and decommissioning aspects are incorporated. Conduct assurance of PS Contractors’ operational readiness through appropriate review during implementation of development projects which covers organization, resources, capability & competency, procedures, documentation and support infrastructures and services to achieve safe and timely start-up of new facilities.

• Organize and participate in sharing of information, experience and best practices related to operation and maintenance of facilities between PSC Contractors and technology / service providers through workshops, forum, seminar, Community of Practices (CoP) etc. to enhance operating practices and facilities performance.

• Evaluate and study unconventional approach, methodology or technology to sustain or improve reliability and integrity of facilities in operations and to cost effectively decommission facilities at end of economic life and propose application by PS Contractors.

• Review PS Contractors’ contracting strategy, tender plan and evaluation report for procurement of materials and services (including affiliated services) and provide technical recommendation to ensure compliance to PETRONAS procurement procedures.

• Provide technical inputs and recommendations in strategic sourcing initiatives to procure selected critical materials, resources and services for development projects and production operations to secure and ensure availability of materials, resources or services and realize cost saving from economies of scale benefits.

Key accountabilities:-
• Manage and drive TACS planning and preparation teamactivity. Responsible to TACS/ OPU Turnaround manager in coordinating the tasks of the TA team to ensure that all activities are meeting all TA KPI in accordance to TAMG guideline.

Qualification and experience
Minimum a degree holder with at least 2 TA experiences as Mechanical Engineer in oil/gas or petrochemical industry OR at least three (3) years of experience in maintenance/ Project/TA in oil/gas and petrochemical industry as Mechanical/Rotating/Electrical/Instrument Engineer
 
Key accountabilities :-
• Responsible to Head, Planning and Preparation team incoordinating the tasks of the planner, scheduler andmaterials planner to ensure that all activities are meeting Turnaround KPI.
• To carry out detailed manpower and equipment planningalong with CONTRACTOR planners to finalize manpower and equipment handling.
• Review and verify documents for works required for theTurnaround (e.g. Work list, Job Method Sheet (JMS), Material take-off (MTO), Material Control Sheet (MCS), Equipment Isolation Sheet (EIS), Job Safety Analysis (JSA), job packages) and perform work scope challenge to ensure scope is in place for TA execution.

• Prepare resource loading and initial estimation (cost and schedule) for the work package assigned to ensure optimum resource loading

3) Turnaround Material Coordinator
Qualification and experience
Minimum a certificate with more than 4 years experiences in oil/gas or petrochemical industry with at least 2 TA experiences as Material Coordinator OR at least six (6) years’ experience inmaintenance/project/TA in oil/gas and petrochemical industry as a Material Coordinator.
 
Key accountabilities :-
• Responsible to Head, Planning and Preparation in coordinating the tasks of materials planner to ensure that all activities are meeting Turnaround KPI.
• Identify materials/spares and perform material reservationand withdrawal from the inventory for the finalized work list to ensure the availability of all materials/spares for the TA execution.
• Perform creation of Purchase Requisitions (of long lead andnormal direct charge) and obtain authorization for all itemsupon approval of final work list, inclusive of urgent purchase to  ensure all critical spares are available during execution.
• Liaise and coordinate with SCM/SMSO on GRN posting andexisting stock level updates.
• Coordinate and track materials in evaluation stage to ensuretimely issuance of Purchase Orders.
• Monitor and track material delivery time/ETA via closecoordination with SCM/SMSO to expedite for timely arrival.
• Coordinate and facilitate material inspection by relevantstakeholder upon material arrival and report all Non conformances and ensure materials have been tagged for use.
• Administer adequate measures for material preservationand record keeping of material movement to ensure material integrity and easy tracking during TA/shutdown execution
• Gather and compile a list of bulk items and surplus materialsupon completion of TA/shutdown.
• To raise requirements for materials through computersystem, including material cataloguing, co-ordinate with SMSO, participate in technical evaluation of bids, monitor and expedite delivery of material.

4) Turnaround QAQC Coordinator.
Qualification and experience
Minimum diploma with more than 4 years experiences in oil/gas or petrochemical industry with at least 2 TA experiences as QAQC OR at least Three (3) years of experience as QAQC in maintenance/project/TA in oil/gas and petrochemical industry..
 
Key accountabilities :-
• Responsible to Head, Planning and Preparation in allaspects of planning & preparation activity in producing detailed Quality Plan/dossier and meeting all Turnaround KPI.
• To identify and anticipate any quality shortcoming andadvise Head Planning and Preparation, during planning and preparation stage.
• To co-ordinate with OPU Inspection section/department toensure that all SOE (Scheme of Examination) and ITP (Inspection Test Plan) is received. Coordinate with TA planners and ensure that the SOE and ITP are incorporated in the JMS.
• Assist Head Turnaround and Planning in producing the TAClose out report.
• Co-ordinate with CONTRACTOR QA/QC engineers toensure quality work during the TA.

• Prepare control sheets/documents for all activities includingWCS.

5) Turnaround Cost and Contract Executive.
Qualification and experience
Minimum Diploma in Engineering with at least 3 TA experience as cost and contract executive in oil/gas or petrochemical industry OR at least three (3) years experience in Maintenance/Project/TA in oil/gas and petrochemical industry as Cost and Contract Executive.
 
Key accountabilities :-
• Responsible to, Head Planning and Preparation in allaspects of planning & preparation activity in producingdetailed contract and cost dossier.
• Consolidate initial estimates on costs and works fromMechanical, Electrical and Inst/Analyzer Planners to form the basis for OPU TA budgets and contracting needs.

Key accountabilities :-
• Responsible to Head Planning and Preparation team incoordinating the tasks of the planner, to ensure that all activities are meeting Turnaround KPI.
• Consolidate documents (work list, JMS, EIS, and MCS)required for the preparation of TA job packs, support work scope challenge and segregate the job packs/dossier for ITB preparation while ensuring that the scope is in place for TA execution.

Key accountabilities :-
• Responsible to Head Planning and Preparation team incoordinating the tasks of HSE, to ensure that all activities are meeting all Turnaround KPI.
• Liaise with the OPU/TA team for specific HSE requirementsand prepare HSE implementation plan
• Liaise as liaising party to link OPU with Regulatory bodies(DOE, DOSH)
• Review, verify and challenge HSE requirements in thedetailed work list for the TA

Qualification and experience
Minimum a certificate with more than 3 TA experiences in oil/gas or petrochemical industry as JIT Coordinator OR at least seven (7) years experience in maintenance/project in oil/gas and petrochemical industry with 3 TA experiences as a JIT Coordinator.
 
Key accountabilities :-
• Responsible to Head Planning and Preparation incoordinating the tasks of JIT, to ensure that all activities are meeting TA KPI.
• Able to interpret P&ID drawing and ISO metric drawing.
• To coordinate with operation and inspection for datagathering which related to JIT.
• Monitor the schedule and ensure that the work is done asper schedule.
• To ensure all the documents/forms are filled duringexecution work.
• Coordinate and gather the list of critical joint and preparethe action plan.
