· Ensure Quality audit and Assessment schedule is developed and maintained, ensure findings are closed per procedure, manage audits of contractors and suppliers that deliver high criticality products or services.
· Provide technical views and review solutions on quality issues.
Requirements:
  1. Degree in Engineering or technical discipline
  2. Min 10 years in Oil and Gas.
  3. Min 5 years in managerial/supervision role of quality professionals.
  4. Process knowledge and experience in managing, developing, implementing quality management .

Petronas Completed Acquisition Of Petronas Energy Philippines Inc



Petronas Dagangan Bhd (PDB) has completed the acquisition of Petronas Energy Philippines Inc (PEPI) and Duta Inc (Duta) in accordance with the terms of the share sale and purchase agreements dated June 1, 2012.

In a statement today, PDB said following the completion of the acquisition, PEPI and Duta will be held by it via its newly-incorporated, wholly-owned investment holding company, PDB (Netherlands) B.V.


Its managing director/chief executive officer, Aminul Rashid Mohd Zamzam, said the strategic regional expansion plan was part of PDB's effort to expand its market reach and geographically diversify revenue and earnings base.

"PDB is confident of growing its presence in the region by leveraging on Petronas' strong brand in these countries and utilising its shared supply.

"Moreover, we will also be able to tap into PDB's 30 years of experience, scale and technical capabilities to drive our growth," he said.

Job Description:

• Review PS Contractors facilities Inspection and Maintenance Plan (IMP) on periodic basis and track implementation through regular reporting and engagement with PS Contractors in order to sustain and improve reliability and integrity of facilities.

• Review and conduct structured facilities audit on PS Contractors by recommending necessary corrective or improvement measures to ensure compliance with relevant regulations, guidelines and procedures. Track implementation of action plan by assessing effectiveness of corrective or improvement measures and prepare report for the management and relevant internal parties to ensure prudent operations.

• Track and review performance of PS Contractors’ facilities through established KPIs in order to identify gaps and opportunities in meeting the expected standards.

• Facilitate corrective actions on major failures through analysis of root causes and identification of action plans in order to normalize the operations, mitigate impact to production & HSE and prevent future recurrences.

• Review Field Development Plan (FDP), development concept / scheme, operation and maintenance philosophy and design / construction of facilities for both greenfield and brownfield (reserve and recovery enhancement) development projects to ensure operability, maintainability and decommissioning aspects are incorporated. Conduct assurance of PS Contractors’ operational readiness through appropriate review during implementation of development projects which covers organization, resources, capability & competency, procedures, documentation and support infrastructures and services to achieve safe and timely start-up of new facilities.

• Organize and participate in sharing of information, experience and best practices related to operation and maintenance of facilities between PSC Contractors and technology / service providers through workshops, forum, seminar, Community of Practices (CoP) etc. to enhance operating practices and facilities performance.

• Evaluate and study unconventional approach, methodology or technology to sustain or improve reliability and integrity of facilities in operations and to cost effectively decommission facilities at end of economic life and propose application by PS Contractors.

• Review PS Contractors’ contracting strategy, tender plan and evaluation report for procurement of materials and services (including affiliated services) and provide technical recommendation to ensure compliance to PETRONAS procurement procedures.

• Provide technical inputs and recommendations in strategic sourcing initiatives to procure selected critical materials, resources and services for development projects and production operations to secure and ensure availability of materials, resources or services and realize cost saving from economies of scale benefits.

New Shell MDS Plant to Double Output of Solid Wax

 
The new Shell MDS (Malaysia) Sdn Bhd’s (Shell MDS) solid wax plant which was completed in November 2011 is expected to double its solid wax output and strengthen its position as a leading producer of high quality Shell Gas-to-Liquids (GTL) Sarawak hard waxes and slab waxes.
The vice president of the gas business for Shell Upstream International in Asia and managing director of Shell MDS Ate Visser said the Shell MDS investment in the new solid wax plant at its GTL complex was a strategic one.
In January last year, Shell announced an investment of RM5.1 billion to further develop its various oil and gas facilities across the country.
The solid wax plant expansion here in Bintulu was the first to be completed among the three entry point projects that included a new diesel processing unit at its Port Dickson refinery and the Gumusut-Kakap deepwater development offshore Sabah, said Shell Malaysia chairman Iain Lo.
“This is an important achievement and ensures the Bintulu plant and its products remain relevant as it switches to innovative and niche products demanded by the world market,” he said during the inauguration of Shell MDS new solid wax plant expansion project at the gas-to-liquids (GTL) complex at Tanjung Kidurong.
Officiating at the event was Minister in the Prime Minister’s Department and chief executive officer of the Performance Management and Delivery Unit (Pemandu) Dato’ Sri Idris Jala.
Also in attendance were vice president of the gas business for Shell Upstream International in Asia and managing director of Shell MDS Ate Visser, and various other dignitaries including the Dutch Ambassador and British High Commissioner to Malaysia.
In fact he said the whole plant itself was significant to Shell on many factors.
“It stands as a great example of innovation using Shell’s proprietary technologies to convert natural gas into high quality hydrocarbon products. It showcases the full value chain from offshore gas production development to onshore processing to the refining of finished products,” he said.
Being a pioneer in Gas-to-Liquids (GTL) technology, the plant he said offered a blueprint for Shell to build an even bigger GTL plant in Qatar lending credence to the capability that it developed in Bintulu.
“It provides further opportunities for high-end employment in Bintulu, allowing many of its staff to develop niche skills that have become valuable elsewhere,” he said adding that many of its talent here have gone to lend their skills to help Shell in Qatar and have returned to continue supporting this plant.
In short he pointed Shell MDS utilises state-of-the-art technology managed by highly skilled local Sarawakians to produce high quality specialty products that Shell exports to over 50 countries and all done right here in Bintulu.
We believe that there is a long-term growth potential for synthetic waxes and we are proud that our waxes are marketed to over 50 countries in Asia, Europe, Americas and Australia in a wide range of industrial applications.
Products include hot-melt adhesives, fibreboards, PVC lubricants, plastic processing, candles and coatings,” he said during the solid wax plant inauguration ceremony at Tanjung Kidurong yesterday.
The unique white colour of Shell MDS waxes is also ideal for applications requiring colour additives example crayons, candles, graphic arts and other decorative items. The opaque appearance produces true colour brilliance with minimum colouring agents.
He said the project was an integral part towards achieving its vision to be the world leaders in GTL specialties while helping add value to Malaysia’s natural gas resources.

We hope that we may be recognised as having played a role in its transformation into a vibrant energy town through the creation of local jobs, and investing in programmes and initiatives to raise its socio-economic status,” he said.

Shell Middle Distillate Synthesis (SMDS) Plant in Bintulu

Shell MDS (Malaysia) is the JV owner and the operator of the Shell Middle Distillate Synthesis (SMDS) plant in Bintulu, Sarawak.
The Shell MDS plant is the first of its kind in the world and is the culmination of over 30 years of research and development to the utilisation of alternative raw materials for the production of fuels and specialty chemicals.

Shell MDS technology converts natural gas to long chain paraffins which are subsequently either hydrocracked to produce middle distillates or fractionated to produce chemical feedstocks and waxes. 2) Mechanical/Rotating/Electrical &Instrument Planning Engineer.
Qualification and experience
Minimum a degree holder with at least 2 TA experiences as Mechanical Engineer in oil/gas or petrochemical industry OR at least three (3) years of experience in maintenance/ Project/TA in oil/gas and petrochemical industry as Mechanical/Rotating/Electrical/Instrument Engineer
 
Key accountabilities :-
• Responsible to Head, Planning and Preparation team incoordinating the tasks of the planner, scheduler andmaterials planner to ensure that all activities are meeting Turnaround KPI.
• To carry out detailed manpower and equipment planningalong with CONTRACTOR planners to finalize manpower and equipment handling.
• Review and verify documents for works required for theTurnaround (e.g. Work list, Job Method Sheet (JMS), Material take-off (MTO), Material Control Sheet (MCS), Equipment Isolation Sheet (EIS), Job Safety Analysis (JSA), job packages) and perform work scope challenge to ensure scope is in place for TA execution.
• Review and verify the list of materials and spares requiredfor the planned jobs (including defects) and check if the inputs into MCS conform to right specifications and quantities to ensure TA materials requirements are met.
• Liaise with statutory body on any related work such DOSH,JabatanBekalan Electric (JBE) or SuruhanjayaTenaga.
• Review and verify the list of materials and spares requiredfor the works.
• Review, verify and participate in Job Hazard and SafetyAnalysis (JHSA) for lifting plan, equipment and scaffolding inspection on major/critical equipment’s to ensure safe execution of TA activities.
• Review and issue work packages/dossier to the area teamsand CONTRACTORs to ensure the teams and CONTRACTORs understand the TA scope
• Communicate TA planning status to the Planning andPreparation Manager on a regular basis to provide TA updates.
• Prepare Statement of Works (SOW) and relevant TenderCommittee papers including Technical and Commercial Evaluation criteria to meet tendering requirements.
• Prepare resource loading and initial estimation (cost and schedule) for the work package assigned to ensure optimum resource loading
• Manage and control the pre-shutdown preparation work, shutdown and start-up activities to ensure a quality completion, meet HSE requirements and ensure schedule adherence.
• To ensure that the critical path is identified and that riskanalyses are done for all jobs in the critical path.
• To prepare progress report and Turnaround close outreport.

3) Turnaround Material Coordinator
Qualification and experience
Minimum a certificate with more than 4 years experiences in oil/gas or petrochemical industry with at least 2 TA experiences as Material Coordinator OR at least six (6) years’ experience inmaintenance/project/TA in oil/gas and petrochemical industry as a Material Coordinator.
 
Key accountabilities :-
• Responsible to Head, Planning and Preparation in coordinating the tasks of materials planner to ensure that all activities are meeting Turnaround KPI.
• Identify materials/spares and perform material reservationand withdrawal from the inventory for the finalized work list to ensure the availability of all materials/spares for the TA execution.
• Perform creation of Purchase Requisitions (of long lead andnormal direct charge) and obtain authorization for all itemsupon approval of final work list, inclusive of urgent purchase to  ensure all critical spares are available during execution.
• Liaise and coordinate with SCM/SMSO on GRN posting andexisting stock level updates.
• Coordinate and track materials in evaluation stage to ensuretimely issuance of Purchase Orders.
• Monitor and track material delivery time/ETA via closecoordination with SCM/SMSO to expedite for timely arrival.
• Coordinate and facilitate material inspection by relevantstakeholder upon material arrival and report all Non conformances and ensure materials have been tagged for use.
• Administer adequate measures for material preservationand record keeping of material movement to ensure material integrity and easy tracking during TA/shutdown execution
• Gather and compile a list of bulk items and surplus materialsupon completion of TA/shutdown.
• To raise requirements for materials through computersystem, including material cataloguing, co-ordinate with SMSO, participate in technical evaluation of bids, monitor and expedite delivery of material.
• Assist Head Planning and Preparation in producing the TAclose out report.

4) Turnaround QAQC Coordinator.
Qualification and experience
Minimum diploma with more than 4 years experiences in oil/gas or petrochemical industry with at least 2 TA experiences as QAQC OR at least Three (3) years of experience as QAQC in maintenance/project/TA in oil/gas and petrochemical industry..
 
Key accountabilities :-
• Responsible to Head, Planning and Preparation in allaspects of planning & preparation activity in producing detailed Quality Plan/dossier and meeting all Turnaround KPI.
• To identify and anticipate any quality shortcoming andadvise Head Planning and Preparation, during planning and preparation stage.
• To co-ordinate with OPU Inspection section/department toensure that all SOE (Scheme of Examination) and ITP (Inspection Test Plan) is received. Coordinate with TA planners and ensure that the SOE and ITP are incorporated in the JMS.
• Assist Head Turnaround and Planning in producing the TAClose out report.
• Co-ordinate with CONTRACTOR QA/QC engineers toensure quality work during the TA.
• Ensure that all documentation is completed and all theprocedure/ forms (box-up certificate, PASR, RFSU/RTO) are filled prior to start-up.
• Assist Inspection and DOSH during their equipmentinspection.
• Prepare control sheets/documents for all activities includingWCS.
• Carry out briefings to all CONTRACTOR personnel on theQuality plan.
• Co-ordinate all repair work during the TA. Review and verifyWPS/ PQR/ WQT.

5) Turnaround Cost and Contract Executive.
Qualification and experience
Minimum Diploma in Engineering with at least 3 TA experience as cost and contract executive in oil/gas or petrochemical industry OR at least three (3) years experience in Maintenance/Project/TA in oil/gas and petrochemical industry as Cost and Contract Executive.
 
Key accountabilities :-
• Responsible to, Head Planning and Preparation in allaspects of planning & preparation activity in producingdetailed contract and cost dossier.
• Consolidate initial estimates on costs and works fromMechanical, Electrical and Inst/Analyzer Planners to form the basis for OPU TA budgets and contracting needs.

• Establish the services contracts required for TA and liaisonwith SMSO and TACS Contract Alliance for tendering and contracting needs
• Produce the TA Closeout report for costs and contracts.
• Prepare QC and TC papers and assist, Head Planning andPreparation to present the papers to the respective committees, evaluate technical and commercial bids, co¬ordinate with SMSO for contract award.
• Monitor all costs for the TA including material and contractcosts. Use TACS/OPU SAP to monitor all costs and to prepare reports.
• Assist in briefings to all CONTRACTOR personnel
• Co-ordinate all emergent contract requests during the TAand assist in awarding the contracts.

6) Static/Rotating/E/I Planners.
Qualification and experience
Minimum a certificate in Engineering with more than 4 years experiences in oil/gas or petrochemical industry with at least 2 TA experiences as static planner OR at least six (6) years experience in maintenance/project/TA in oil/gas and petrochemical industry as a Static planner.
 
Key accountabilities :-
• Responsible to Head Planning and Preparation team incoordinating the tasks of the planner, to ensure that all activities are meeting Turnaround KPI.
• Consolidate documents (work list, JMS, EIS, and MCS)required for the preparation of TA job packs, support work scope challenge and segregate the job packs/dossier for ITB preparation while ensuring that the scope is in place for TA execution.
• Identify and prepare a list of materials and spares requiredfor the planned jobs (including defects) and input into MCS to ensure the materials and spares conform to right specifications and quantities
• To prepare and participate in Job Hazard and Safety Analysis (JHSA) for lifting plan, equipment and scaffolding inspection on major/critical equipment’s.
• Liaise and coordinate with the maintenance and qualitydepartment on the specific requirements for the jobs.
• Liaise and coordinate with Operations department onoperational requirements.
• Liaise and coordinate with inspection department on theScheme of Examination (SOE) requirements into the Job Method Sheet.
• Liaise and coordinate with Operations department onoperational requirements such as EIS, battery limit to ensure that the energy isolation is in the right location for planned jobs
• Supervise the pre-shutdown preparation work, shutdownand start-up activities to ensure quality completion, meet HSE requirements and ensure schedule adherence
• Compile work list and raise maintenance work order inCMMS for each equipment, ensuring complete work scope coverage for each of the planned jobs (including materials ordering) to make the records available for future reference.

7) Turnaround HSE Coordinator
Qualification and experience
Minimum a diploma with at least 3 TA experiences as HSE officer in oil/gas or petrochemical industry OR possess SHO certificate and registered with DOSH with minimum at least three (3) TA experiences in oil/gas and petrochemical industry as HSE Officer.
 
Key accountabilities :-
• Responsible to Head Planning and Preparation team incoordinating the tasks of HSE, to ensure that all activities are meeting all Turnaround KPI.
• Liaise with the OPU/TA team for specific HSE requirementsand prepare HSE implementation plan
• Liaise as liaising party to link OPU with Regulatory bodies(DOE, DOSH)
• Review, verify and challenge HSE requirements in thedetailed work list for the TA
• Coordinate    communication    sessions with    TACS/CONTRACTOR and conduct training/ briefing on the TA HSE
• Lead the daily TA HSE meeting during TA execution toobtain feedback on HSE compliance, lapses and remedial measures.
• Conduct periodic HSE checks to ensure effective implementation of HSE plan.
• To participate and review JSA / JHSA and risk analysis forcritical work.
• Proactively act on any HSE potential slippage on turnaround work plan.
• Assist Head Turnaround and Planning in producing the TAClose out report.
• To manage and liaise with OPU representative the disposalof waste generated from the work.

8) Turnaround JIT Coordinator
Qualification and experience
Minimum a certificate with more than 3 TA experiences in oil/gas or petrochemical industry as JIT Coordinator OR at least seven (7) years experience in maintenance/project in oil/gas and petrochemical industry with 3 TA experiences as a JIT Coordinator.
 
Key accountabilities :-
• Responsible to Head Planning and Preparation incoordinating the tasks of JIT, to ensure that all activities are meeting TA KPI.
• Able to interpret P&ID drawing and ISO metric drawing.
• To coordinate with operation and inspection for datagathering which related to JIT.
• Monitor the schedule and ensure that the work is done asper schedule.
• To ensure all the documents/forms are filled duringexecution work.
• Coordinate and gather the list of critical joint and preparethe action plan.
• To ensure all touch joint are tagged.
• Liaise and coordinate with the maintenance and QAQCdepartment on the specific requirements for the jobs.
• Assist Head Turnaround and Planning in producing the TAClose out report.
• Familiar and knowledgeable with bolt and joint makinginclude and not limited to torque value parameter, torquingand HBT procedure.
• Familiar with PETRONAS OPU JIT procedure.

9) Turnaround Scheduler
Qualification and experience
Minimum a certificate in Engineering with at least 2 TA experiences as scheduler in oil/gas or petrochemical industry OR at least three (3) years of experience as Scheduler in maintenance/project/TA in oil/gas andpetrochemical industry.Proficient with Primavera Software.
 
Key accountabilities :-
• Responsible to Head Planning and Preparation team incoordinating the tasks of the planner, to ensure that all activities are meeting TA KPI.
• Prepare up to level five (5) work breakdown structure toenable progress tracking of TA preparation and execution schedule
• Gather and translate Job Method sheet (JMS) into worksequence to establish detailed TA preparation and execution master schedule
• Coordinate discussions with the relevant stakeholders toprepare specific work package schedule by considering all TA activities to ensure schedule comprehensiveness.
• Update actual planning & preparation and turnaroundexecution progress against planned schedule to monitor and prevent schedule slippage in meeting the agreed TA duration
• Manage CONTRACTOR's scheduler and provide updateson the actual TA progress to Lead Scheduler/team during planning & preparation, and execution phase to ensure consistent tracking
• Consolidate resource and equipment loading against theagreed planned and communicate to Lead scheduler to ensure that the overall TA progress is on track.

10) TA Clerk

• To compile, update, and produce reports on work liststatistics.

Qualification and experience
