Mariculture farm on offshore oil and gas platforms


MOST of the offshore oil and gas platforms in Malaysia are built to last for approximately 25 to 30 years. The decommissioning of platforms is expected to be scaled up between 2013 and 2015, as 600 of the 900 offshore platforms are over 20 years old.



With the cost of decommissioning a conventional medium-sized structure at approximately US$3 million, oil companies are keen to find alternative options such as using the decommissioned platforms for other purposes such as marine culture, hotel and diving resorts, artificial reefs and rigs, marine research centres and control centres. Some of these ideas have been applied successfully, an example being the Seaventures Rig Dive Resort at Sipadan Island, Sabah, which was a platform turned into a hotel resort and diving centre.

The concept of using decommissioned oil rigs for mariculture (deep-sea fish farming) is realistic. The platform serves as an operational hub where all facilities related to farm fishing and crew are provided. It can easily support quarters for crew, storage for food and other supplies, docking facilities and a monitoring spot.

Besides reusing part of the structure as an operational hub, the structure of the platform can be used and manipulated as an anchor for mooring cages and nets near the platform. The structure can also be used as a hatchery, which will reduce transportation and operational costs. Indeed, the options are quite extensive.

Due to biological reasons, offshore mariculture on platforms help ensure clean and unpolluted oceanic water. Seawater surrounding offshore platforms or water at a distance of 3km from shore has low nutrition value and this characteristic is beneficial for fish farming as it reduces potential algae and phytoplankton bloom as well as other dangerous bacterium. This is beneficial especially in protecting the seawater and marine creatures from pollution and disease caused by bacterium.

In addition, the condition of seawater at most offshore platforms will promote less pollution due to the slow rate of sedimentation of pellets compared with onshore farming. The growth rate of marine species will also be rapid due to the constant year-round temperature and salinity. In addition, there is the capability to raise high-value marine species and greater harvest density due to higher dissolved oxygen rates. Financially, there are no pumping or aeration costs involved.

In general, fish farming activities do not require a high amount of energy, which means the energy required to operate the farming can easily be generated by using alternative energy such as wind, solar, tidal, wave and vortex-induced sea current. Since the farm will be located offshore in deep waters, the farm can be operated with minimal human interaction and will be able to internally generate required amounts of energy to support its operations for a considerable period of time.

At most offshore platforms, wind is available in a very high density in addition to having wind turbine structures that support the platforms. Therefore, the high cost for building wind generator structures can be reduced.

The climatic conditions in Malaysia are favourable for the development of solar energy. The key advantages of photovoltaic cells are that they can be integrated into platform structures so that no extra space is required, and as they are modular in nature, systems of any size can be installed depending on the demand. These benefits could be very beneficial to oilfield platform operations due to limited space and flexible power demands.

In addition, the solar panels can provide shade from sunlight. Such shade might be required for fish fry or for some other fish activities such as breeding. Vortex-induced energy can be generated using sea currents. It uses the physical phenomenon of vortex induced vibration in which water current flows around cylinders inducing transverse motion.

Multiple aquaculture activities with multiple types of fish can be integrated into a single platform operation including fish farming, oyster, mussel and seaweed depuration. Basically, these integrated activities require larger areas of farming systems to prevent diseases spreading between each farmed species. It also involves larger fish caging areas and more complicated managing systems as well as more facilities to support the activities. Integrated systems of alternative energy technologies for sustainable operations will also be required.

A research team from Curtin Sarawak comprising Dr Sharul Sham Dol (project leader and Department of Mechanical Engineering head), Dr Lisa Marie King (senior research fellow at Curtin Sarawak Research Institute) and Lim Chye Ing (mechanical engineering lecturer) and Dr Ulugbek Azimov (Northumbria University, United Kingdom) is currently working on a project to breathe new life into decommissioned offshore oil platforms by turning them into mariculture facilities.

The project team published and presented their preliminary study at the Science and Engineering Technology National Conference in Kuala Lumpur in July last year. Initial discussion has also been made with the local platform owner on the possibility of collaboration. They also hope to collaborate with oil and gas companies in the region as well as companies involved in aquaculture and mariculture businesses on the project.

Sona Petroleum makes successful debut on Bursa Malaysia



KUCHING: Sona Petroleum Bhd (Sona Petroleum) listed successfully on the Main Market of Bursa Malaysia Securities Bhd (Bursa Securities) and officially commenced trading under the stock short name SONA and stock code 5241 at the opening of trading at 9am yesterday morning at an opening price of RM0.41 with a trading volume of 16.8 million.
Its free detachable warrants (warrants) also began trading under the stock short name SONA-WA and stock code 5241WA at an opening price of RM0.24 with a trading volume of 31.4 million.
As at 4.50pm yesterday, Sona Petroleum saw its shares increase slightly by 0.2 sen to 44.5 sen with its highest trade being at 45 sen earlier yesterday. Its warrant, however, saw a robust jump of 18.5 sen to 26 sen.
“The demand for Sona Petroleum’s shares has been overwhelming and we are pleased to have a good mix of local and international institutional investors.
“This is the first special purpose acquisition company (SPAC) in Malaysia with a cornerstone and the Ministry of International Trade and Industry (Miti) tranche offered as part of the Institutional Offering. We would like to thank our investors for their confidence in the management of Sona Petroleum.

Overall, the company has successfully raised a total of RM550 million in the Retail and Institutional Offering through the public issue of 1.1 billion new ordinary shares of RM0.01 each, together with warrants on the basis of one warrant to every one public issue Share, at an issue price of RM0.50 per public issue share.
The implied market capitalisation is approximately RM705.4 million upon listing. Sona Petroleum IPO is the largest SPAC in Malaysia based on the fundraising size.
Sona Petroleum will set aside 90 per cent of the proceeds raised from the IPO to complete its Qualifying Acquisitions. The remaining of the IPO proceeds will be utilised for working capital within 36 months from the listing and listing expenses.
Elaborating on the promising prospects of the oil and gas industry, Andreas said, “According to an Independent Market Research report, demand for oil and gas over the past 30 years have seen a significant increase, and this trend is expected to continue with escalating population growth and industrialisation in emerging economies expected to contribute to a 36 per cent growth in global total energy demand between 2011 and 2030.
“Additionally, E&P capital expenditure is projected to surpass the US$670-billion mark in 2013 despite lower gas prices and the challenging macroeconomic situation in Europe and North America.”
Currently, CIMB Investment Bank Bhd (CIMB) and RHB Investment Bank Bhd (RHB) are the Joint Principal Advisers, Joint Placement Agents and Joint Managing Underwriters for Sona Petroleum.
CIMB and RHB also act as the Joint Underwriters together with Kenanga Investment Bank Bhd and MIDF Amanah Investment Bank Bhd for the retail offering.

Key accountabilities:-

2) Mechanical/Rotating/Electrical &Instrument Planning Engineer.
Qualification and experience
Minimum a degree holder with at least 2 TA experiences as Mechanical Engineer in oil/gas or petrochemical industry OR at least three (3) years of experience in maintenance/ Project/TA in oil/gas and petrochemical industry as Mechanical/Rotating/Electrical/Instrument Engineer
 
Key accountabilities :-
• Responsible to Head, Planning and Preparation team incoordinating the tasks of the planner, scheduler andmaterials planner to ensure that all activities are meeting Turnaround KPI.
• To carry out detailed manpower and equipment planningalong with CONTRACTOR planners to finalize manpower and equipment handling.
• Review and verify documents for works required for theTurnaround (e.g. Work list, Job Method Sheet (JMS), Material take-off (MTO), Material Control Sheet (MCS), Equipment Isolation Sheet (EIS), Job Safety Analysis (JSA), job packages) and perform work scope challenge to ensure scope is in place for TA execution.

• Review, verify and participate in Job Hazard and SafetyAnalysis (JHSA) for lifting plan, equipment and scaffolding inspection on major/critical equipment’s to ensure safe execution of TA activities.

• Communicate TA planning status to the Planning andPreparation Manager on a regular basis to provide TA updates.
• Prepare Statement of Works (SOW) and relevant TenderCommittee papers including Technical and Commercial Evaluation criteria to meet tendering requirements.
• Prepare resource loading and initial estimation (cost and schedule) for the work package assigned to ensure optimum resource loading
• Manage and control the pre-shutdown preparation work, shutdown and start-up activities to ensure a quality completion, meet HSE requirements and ensure schedule adherence.
• To ensure that the critical path is identified and that riskanalyses are done for all jobs in the critical path.
• To prepare progress report and Turnaround close outreport.

3) Turnaround Material Coordinator
Qualification and experience
Minimum a certificate with more than 4 years experiences in oil/gas or petrochemical industry with at least 2 TA experiences as Material Coordinator OR at least six (6) years’ experience inmaintenance/project/TA in oil/gas and petrochemical industry as a Material Coordinator.
 
Key accountabilities :-
• Responsible to Head, Planning and Preparation in coordinating the tasks of materials planner to ensure that all activities are meeting Turnaround KPI.
• Identify materials/spares and perform material reservationand withdrawal from the inventory for the finalized work list to ensure the availability of all materials/spares for the TA execution.
• Perform creation of Purchase Requisitions (of long lead andnormal direct charge) and obtain authorization for all itemsupon approval of final work list, inclusive of urgent purchase to  ensure all critical spares are available during execution.
• Liaise and coordinate with SCM/SMSO on GRN posting andexisting stock level updates.
• Coordinate and track materials in evaluation stage to ensuretimely issuance of Purchase Orders.
• Monitor and track material delivery time/ETA via closecoordination with SCM/SMSO to expedite for timely arrival.
• Coordinate and facilitate material inspection by relevantstakeholder upon material arrival and report all Non conformances and ensure materials have been tagged for use.
• Administer adequate measures for material preservationand record keeping of material movement to ensure material integrity and easy tracking during TA/shutdown execution
• Gather and compile a list of bulk items and surplus materialsupon completion of TA/shutdown.
• To raise requirements for materials through computersystem, including material cataloguing, co-ordinate with SMSO, participate in technical evaluation of bids, monitor and expedite delivery of material.
• Assist Head Planning and Preparation in producing the TAclose out report.

4) Turnaround QAQC Coordinator.
Qualification and experience
Minimum diploma with more than 4 years experiences in oil/gas or petrochemical industry with at least 2 TA experiences as QAQC OR at least Three (3) years of experience as QAQC in maintenance/project/TA in oil/gas and petrochemical industry..
 
Key accountabilities :-
• Responsible to Head, Planning and Preparation in allaspects of planning & preparation activity in producing detailed Quality Plan/dossier and meeting all Turnaround KPI.
• To identify and anticipate any quality shortcoming andadvise Head Planning and Preparation, during planning and preparation stage.
• To co-ordinate with OPU Inspection section/department toensure that all SOE (Scheme of Examination) and ITP (Inspection Test Plan) is received. Coordinate with TA planners and ensure that the SOE and ITP are incorporated in the JMS.
• Assist Head Turnaround and Planning in producing the TAClose out report.
• Co-ordinate with CONTRACTOR QA/QC engineers toensure quality work during the TA.
• Ensure that all documentation is completed and all theprocedure/ forms (box-up certificate, PASR, RFSU/RTO) are filled prior to start-up.
• Assist Inspection and DOSH during their equipmentinspection.
• Prepare control sheets/documents for all activities includingWCS.
• Carry out briefings to all CONTRACTOR personnel on theQuality plan.
• Co-ordinate all repair work during the TA. Review and verifyWPS/ PQR/ WQT.

5) Turnaround Cost and Contract Executive.
Qualification and experience
Minimum Diploma in Engineering with at least 3 TA experience as cost and contract executive in oil/gas or petrochemical industry OR at least three (3) years experience in Maintenance/Project/TA in oil/gas and petrochemical industry as Cost and Contract Executive.
 
Key accountabilities :-
• Responsible to, Head Planning and Preparation in allaspects of planning & preparation activity in producingdetailed contract and cost dossier.
• Consolidate initial estimates on costs and works fromMechanical, Electrical and Inst/Analyzer Planners to form the basis for OPU TA budgets and contracting needs.

6) Static/Rotating/E/I Planners.
Qualification and experience
Minimum a certificate in Engineering with more than 4 years experiences in oil/gas or petrochemical industry with at least 2 TA experiences as static planner OR at least six (6) years experience in maintenance/project/TA in oil/gas and petrochemical industry as a Static planner.
 
Key accountabilities :-
• Responsible to Head Planning and Preparation team incoordinating the tasks of the planner, to ensure that all activities are meeting Turnaround KPI.
• Consolidate documents (work list, JMS, EIS, and MCS)required for the preparation of TA job packs, support work scope challenge and segregate the job packs/dossier for ITB preparation while ensuring that the scope is in place for TA execution.

Key accountabilities :-
• Responsible to Head Planning and Preparation team incoordinating the tasks of HSE, to ensure that all activities are meeting all Turnaround KPI.
• Liaise with the OPU/TA team for specific HSE requirementsand prepare HSE implementation plan
• Liaise as liaising party to link OPU with Regulatory bodies(DOE, DOSH)
• Review, verify and challenge HSE requirements in thedetailed work list for the TA
• Coordinate    communication    sessions with    TACS/CONTRACTOR and conduct training/ briefing on the TA HSE
• Lead the daily TA HSE meeting during TA execution toobtain feedback on HSE compliance, lapses and remedial measures.
• Conduct periodic HSE checks to ensure effective implementation of HSE plan.
• To participate and review JSA / JHSA and risk analysis forcritical work.
• Proactively act on any HSE potential slippage on turnaround work plan.
• Assist Head Turnaround and Planning in producing the TAClose out report.
• To manage and liaise with OPU representative the disposalof waste generated from the work.

8) Turnaround JIT Coordinator
Qualification and experience
Minimum a certificate with more than 3 TA experiences in oil/gas or petrochemical industry as JIT Coordinator OR at least seven (7) years experience in maintenance/project in oil/gas and petrochemical industry with 3 TA experiences as a JIT Coordinator.
 
Key accountabilities :-
• Responsible to Head Planning and Preparation incoordinating the tasks of JIT, to ensure that all activities are meeting TA KPI.
• Able to interpret P&ID drawing and ISO metric drawing.
• To coordinate with operation and inspection for datagathering which related to JIT.
• Monitor the schedule and ensure that the work is done asper schedule.
• To ensure all the documents/forms are filled duringexecution work.
• Coordinate and gather the list of critical joint and preparethe action plan.
• To ensure all touch joint are tagged.
• Liaise and coordinate with the maintenance and QAQCdepartment on the specific requirements for the jobs.
• Assist Head Turnaround and Planning in producing the TAClose out report.
• Familiar and knowledgeable with bolt and joint makinginclude and not limited to torque value parameter, torquingand HBT procedure.
• Familiar with PETRONAS OPU JIT procedure.

9) Turnaround Scheduler
Qualification and experience
Minimum a certificate in Engineering with at least 2 TA experiences as scheduler in oil/gas or petrochemical industry OR at least three (3) years of experience as Scheduler in maintenance/project/TA in oil/gas andpetrochemical industry.Proficient with Primavera Software.
 
Key accountabilities :-
• Responsible to Head Planning and Preparation team incoordinating the tasks of the planner, to ensure that all activities are meeting TA KPI.
• Prepare up to level five (5) work breakdown structure toenable progress tracking of TA preparation and execution schedule
• Gather and translate Job Method sheet (JMS) into worksequence to establish detailed TA preparation and execution master schedule
• Coordinate discussions with the relevant stakeholders toprepare specific work package schedule by considering all TA activities to ensure schedule comprehensiveness.
• Update actual planning & preparation and turnaroundexecution progress against planned schedule to monitor and prevent schedule slippage in meeting the agreed TA duration
• Manage CONTRACTOR's scheduler and provide updateson the actual TA progress to Lead Scheduler/team during planning & preparation, and execution phase to ensure consistent tracking
• Consolidate resource and equipment loading against theagreed planned and communicate to Lead scheduler to ensure that the overall TA progress is on track.
• Assist Head Turnaround and Planning in producing the TAClose out report.
 
10) TA Clerk
• Responsible to Head Planning and Preparation to prepareturnaround work packs i.e. JMS, EIS, MCS and all TA related document.
• To compile, update, and produce reports on work liststatistics.
• Prepare minutes of meeting for TA related meetings
• To    collect,    assess,    and    consolidate    technicalinformation/data i.e. P&ID, drawings, blind list, previous turnaround packs etc
• Coordinate and schedule turnaround meetings
• Foster and maintain communication network with allturnaround team members
   
11) Logistic Coordinator
Qualification and experience
Minimum a certificate with more than 4 years experiences in oil/gas or petrochemical industry with at least 2 TA experiences as Logistic Coordinator OR at least six (6) years experience in maintenance/project/TA in oil/gas and petrochemical industry with 2 TA experiences as a Logistic Coordinator.
 
Key accountabilities :-
• Responsible to Head Planning and Preparation team incoordinating the tasks of the planner, to ensure that all activities are meeting TA KPI.
• Consolidate TA specific logistics requirements.
• Develop detailed layout plan for TA locations, domesticwaste management sites and access.
